Stephen was born on Wall Street in New York City on April 15, 1793. He was a son of Silas Leonard and Johanna Gregory. Silas was a descendant of James Leonard the Ironmaster. Stephen's family moved to Owego when he was ten years old. He was the editor and publisher of the Owego Gazette newspaper. His wife was born in New Milford, Connecticut, daughter of Jared and Esther (Bostwick) Sperry. He died May 8, 1876 and his wife died on April 5, 1879.
